Fish vendor Hsu Chiao, brought up in straitened circumstances, has a quick and impulsive temper. Besides, his burly and furious contour impresses others as a villain. He gambles with others after work and is taken to the police station, where he is teased by the cops. After graduation, Lo Wen-Ya enthusiastically takes up an appointment as Probation Officer in Court. Nurtured from childhood in a "greenhouse", she fails to gain a better insight into the sad plight of the underdogs and rather bungles in handling cases.
